Expanding on their notorious 2006 article in the London Review of Books, the authors increase the megatonnage of their explosive claims about the malign influence of the pro-Israel lobby on the U.S. government. Mearsheimer and Walt, political scientists at the University of Chicago and Harvard, respectively, survey a wide coalition of pro-Israel groups and individuals, including American Jewish organizations and political donors, Christian fundamentalists, neo-con officials in the executive branch, media pundits who smear critics of Israel as anti-Semites and the American-Israel Public Affairs Committee, which they characterize as having an almost unchallenged hold on Congress. This lobby, they contend, has pressured the U.S. government into Middle East policies that are strategically and morally unjustifiable: lavish financial subsidies for Israel despite its occupation of Palestinian territories; needless American confrontations with Israel's foes Syria and Iran; uncritical support of Israel's 2006 bombing of Lebanon, which violated the laws of war; and the Iraq war, which almost certainly would not have occurred had [the Israel lobby] been absent. The authors disavow conspiracy mongering, noting that the lobby's activities constitute legitimate, if misguided, interest-group politics, as American as apple pie. Considering the authors' academic credentials and the careful reasoning and meticulous documentation with which they support their claims, the book is bound to rekindle the controversy. (Sept.)

The Israel Lobby,” by John J. Mearsheimer of the University of Chicago and Stephen M. Walt of Harvard’s John F. Kennedy School of Government, was one of the most controversial articles in recent memory. Originally published in the London Review of Books in March 2006, it provoked both howls of outrage and cheers of gratitude for challenging what had been a taboo issue in America: the impact of the Israel lobby on U.S. foreign policy.
Now in a work of major importance, Mearsheimer and Walt deepen and expand their argument and confront recent developments in Lebanon and Iran. They describe the remarkable level of material and diplomatic support that the United States provides to Israel and argues that this support cannot be fully explained on either strategic or moral grounds. This exceptional relationship is due largely to the political influence of a loose coalition of individuals and organizations that actively work to shape U.S. foreign policy in a pro-Israel direction. Mearsheimer and Walt provocatively contend that the lobby has a far-reaching impact on America’s posture throughout the Middle East—in Iraq, Iran, Lebanon, and toward the Israeli-Palestinian conflict—and the policies it has encouraged are in neither America’s national interest nor Israel’s long-term interest. The lobby’s influence also affects America’s relationship with important allies and increases dangers that all states face from global jihadist terror.
Writing in The New York Review of Books, Michael Massing declared, “Not since Foreign Affairs magazine published Samuel Huntington’s ‘The Clash of Civilizations?’ in 1993 has an academic essay detonated with such force.” The publication of The Israel Lobby and U.S. Foreign Policy is certain to widen the debate and to be one of the most talked-about books of the year.

アマゾン（米）の紹介文をよむと、著者等のこの本の原版は２００６年の論文であることがわかる。で、ときどき読んでいる米国の左翼誌であるNation誌を検索した。
本書の元となった原論文。掲載誌はLondon Review of Books（ＬＲＢ）。２００６年３月２３日号である。この原論文（プリントアウトすれば３０頁くらい）を、拡大して５００頁の書物にしたのが紹介した本書である（１００頁以上は、巻末注であるらしい）。

さて、日本では、先日の日曜日（１２／３）に朝日新聞に訳本（訳者＝副島隆彦）が紹介された。書評担当は酒井啓子氏（中東研究者）。日頃冷静な論調で知られる（そうおもっていたのはわたしだけか）酒井氏がえらく興奮している。
「衝撃作である。しかも、超ド級の。」
これが出だし。続いて、。。
「何が衝撃か。米国の外交政策はイスラエル・ロビーに振り回されていて、それは米国の国益にならない、イスラエルを特別扱いするな---。そう言い切ったのも衝撃だし、言い切った本がイスラエル・ロビーの圧力にも負けず世界中で出版できたことも、驚きだ。出版後、米国内で一大論議を呼んでいる」
「しかし中東研究者が言ったところで、中東オタクのたわごととしか聞いてもらえないのに（やれやれ、評者（＝酒井啓子）もどれだけそういう目にあったか）、本書の衝撃は、筆者がばりばりの米国保守本流の大物政治学者、しかもリアリストと呼ばれる学派に位置付けられることだ。主張する外交路線はブッシュ父政権期のベーカー国務長官らの考えに近い。
筆者が特に標的とするのはブッシュ現政権の核にいたネオコンで、彼らとイスラエル・ロビーが正当化するイラク戦争も対パレスチナ政策のロジックを、ことごとく見事に論理的に反駁していく。その切れ味のよさといったら！読んでいて爽快感すら覚える」
米国の対イスラエル支援がいかに突出しているかを示し、米国にとってイスラエルは戦略的に重要なものではない、と言った後、。。
「「イスラエルは、パレスチナ人の権利を侵害した上で建国されたことを認める」べきだ、と求めている。すごい。」
「。。近年高まる米国の対イラン攻撃ムードも、イスラエルのためであって米国のためではない、と断言。米国は中東から軍を引いて、域外から外交によって米国の権益保護を図るべきだと、結論づける」
以上が酒井氏の評するところである。どこが新しいのだろうか？どこが、すごい、のか。酒井氏のいうように「内容は、これまで中東研究者なら誰しも主張してきたことだ」。中東研究者どころか、日本では大部分のひとがこのような主張をもっているか、少なくとも、違和感はもっていないのじゃないか。単に、「米国の保守本流の大物政治学者」が、当たり前のことを述べたに過ぎない。
著者は（著者だけではあるまいが）従来からこの主張をもっており、イラク戦開始以後、米国の行く末に懸念を抱いた著者（あの、F. Fukuyamaも懸念をもちWilsonian realism に回帰したという）は米国のAtlantic誌（クオリティ雑誌の一つ）に依頼されて寄稿した原稿が拒否されたため、掲載先を探し求めたあげく The London Review of Booksが掲載を引き受けてくれたようだ（自国の政策批判を、他国の雑誌に掲載、というのがそもそも面白いことだ。米国において、である）。Nation評者によれば著者の分析にとりたてていうほどのことはなく、歴史観も誤っている、といっている（原論文も、原著も未読であり、非専門家のわたしがこれ以上コメントシテも無駄だが）。
本書に対しては、イスラエルロビーの大物、Foxman が The Deadlies Lies: The Israle Lobby and the Myth of Jewish Controlで反論しているらしい。

ジョン・J・ミアシャイマー 等がＬＲＢに発表した論文はまたたくうちに研究者、中東の政策立案者に広まり、批判と賛成が渦巻いたという。ワシントンではブッシュ政権の政策に反対する外交担当者がこの論文をばらまいた、という。酒井啓子氏は書評では言及していないがこの論文のことは知っているはずである。雑誌に掲載されて賛否の渦がおさまったところで、この程度の本（内容的には世界の常識）が受け入れられる季節に、米国もなった、ということ。イラク戦政策への見直し熱が米国内でも当然という見方に変わってきた、ということの原因、ではなく、帰結である。書評２によると、この著作は原論文の欠陥はそのまま引き継いでいる、ということになる。。。
In expanding their 13,000-word article into a 500-page book (with more than 100 pages of notes!), they have succeeded mainly in exacerbating the flaws of their original argument. They seem to know little about how American government works, how lobbyists function or how the United States interacts with the world at large. They are blind to history and tone-deaf to ideology. Because they blame America's Middle Eastern rampage on a knot of wily Zionist agents, they seem to think that the US role in the region would turn benign if those agents were removed.
著書は、原論文の欠陥をさらに悪化させることに成功している。政府の機能を知らないし、ロビーストの役割、米国の外交もしらない。歴史とイデオロギーに無頓着
。。。とさんざんである。
（アマゾンの読者評は一般読者層からの投稿が多く、高い評価をつけている場合も内容的には参考にならない。もちろん、否定派の議論も変わり映えしない）。
書評２で言うようにも、ロビー活動は米国では珍しいことではない。日常茶飯である。台湾ロビーはユダヤロビーと同じように強力だし、軍や煙草、鉄砲をはじめ業界のロビーも凄まじい。。問題は書評２に言うように。。
The problem is not that America is too democratic but that democratic debate about the Middle East has all but collapsed, which is the sole reason the militarists have been able to flourish.
中東に関しては民主的な議論がなされなかった、ということである。
しかし米国において、＜民主的な議論＞がなされていないのは中東政策、イスラエル政策だけなのか？銃規制はどうか？宗教・教育問題はどうか？堕胎問題は？地球温暖化問題はどうか？煙草規制はどうか？堕胎手術を行う医者は、狂信的キリスト教信者に嫌がらせを受け、家を焼き討ちにされたり殺されたりする国である。著者等の主張＜イスラエルがパレスチナ人の権利を侵害した上で建国されたことを認める＞にどれだけの新味があるか。このような新味のない主張を保守系学者が著作にしたことがちょっとした話題になる、ということはたしかに、米国におけるタブーがいかに根深いモノか、ということを教えてくれる（しかし、これもよく知られた事実で新味はないが。。）。
酒井啓子書評を読みながらわたしは、日本とイスラエルの差が頭を巡った。もちろん、核武装を自前でやっているイスラエル、と、建前は持ち込まずだが、強姦外交＝大股開きにより 核を持ち込まれている日本は大きな差がある。イスラエルとの癒着関係をいかに是正するか、が米国の大きな外交課題であるならば、米国との強制された癒着関係をいかに是正するかが、現在、将来の日本市民の大きな外交課題であり、民主的手段（外国からの強制や恫喝でなく。あるいは日本政府による恫喝、や予算ばらまき政策によるのでなく）で、いかに世論形成をおこなうか、形成された世論を国家政策とし海外に了承させるか、が問題なのだ。平凡だが、書評をしていて、酒井啓子氏にはこのような感想をもたなかったのか？イスラエルの行方（つまり、米国とイスラエルの関係）は日本のほうが米国自身より大きな影響を受ける、とおもわれるからだ。
。。。。というわけで、わたしはまだ原著も、訳本も読んでいない。原著のペーパーバック版が出版されたら買う。。かも知れない。
訳者の副島隆彦には、『世界覇権国アメリカを動かす政治家と知識人たち』（改版、１９９５年。講談社）という有用な本がある。そろそろ改訂版を出版してもらいたいものだ。

図書館にリクエストしていた上下本（訳本）が用意できた。。と連絡が入っていた。正月明けに借りに行く。すくなくとも、訳者解説くらい読んでおかねば。
